VBS was established based on the following key issues and strategies:

Students continually perform below their capabilities in math and science, and thus, consistently score below national expectations in these areas

Today’s students do not generally respond well to traditional teaching techniques; they are not continually challenged throughout the learning process

Many educators complain that the education system has repeatedly lowered the academic bar, thereby "dumbing down" the students

Educators tend to experience difficulty in acquiring the necessary skills to employ new and innovative concepts

Resources necessary to integrate new and innovative concepts are not always readily available to educators

Provide students with a series of math, science, technology, arts and interdisciplinary education challenges thematically based on aviation and space that are exciting, inspirational, and dynamic

Provide educators with the skills training necessary to successfully incorporate new, innovative, and dynamic teaching models within the classroom

Ensure educators have access to the resources necessary for supporting the employment of new, innovative, and dynamic teaching models within the classroom
